Decreto 9.199/2017, which regulates the Lei de Migração (Law 13.445/2017), creates the visitor-visa obligation: art. 164 permits entry only to valid-visa holders, residence-authorisation holders, or nationals covered by a visa-waiver communication; art. 20 fixes the stay; art. 25 sets the waiver competence; and art. 32 obliges the MRE to publish the exemption list, which is the QGRV. The QGRV reports the operative list created under that decree, so the decree is the instrument that creates the obligation and the QGRV is the instrument that enumerates who is exempt.

The QGRV legend defines code 1 as 'Visto exigido' (visa required), and every issuer in this row appears in the QGRV table with VIVIS code 1, so their nationals must obtain a visitor visa from a Brazilian consulate before travel.
