Minister of Interior Decision No. 25 of 2019 issues the executive regulation of Law No. 21 of 2015 on the entry, exit and residence of expatriates. Article 3 imposes the entry-visa obligation on every expatriate, Article 31 provides that nationals of countries the Minister designates receive a visit visa on arrival or an exemption while 'nationals of all other countries' receive advance visit visas, and Article 13 empowers the Minister to exempt nationalities. It is therefore the instrument that creates the obligation; the MOI and Visit Qatar pages are the Minister's current designation lists under it.
Visit Qatar's visa checker places these nationalities in the A1-2 category whose outcome is a visa on arrival for a fee, so no advance authorisation is required.
