The Foreigners' Residence Law (Royal Decree 16/95) is the statute that creates the obligation defining this regime: Article 5 forbids any foreigner from entering Oman without an entry visa, Article 4(3) exempts GCC citizens, and Article 8 delegates the designation of visa types and exemptions to the Inspector General of Police and Customs, whose office publishes the ROP visa-exemption lists and issued Decision 109/2026 amending the implementing regulation.

The MFA's Second group names these 24 countries; the visa-free facility for them is expressly conditional on holding a qualifying visa or GCC residence, so a national of one of these countries who does not hold one falls under the ordinary entry-visa requirement and must arrange a visa in advance through the ROP eVisa portal.
