The Immigration Regulations, regulation 14(1), imposes the obligation: 'Every person entering Belize as a visitor is required to have visas issued by a diplomatic or consular officer of Belize … except—' followed by the exempt classes. The same consolidation holds every Immigration (Visa Exemption) Regulation and Visa Relaxation Declaration Order made under section 8(3)(b) of the Immigration Act that names the exempt countries and their stay periods. This document creates the requirement and grants the exemptions; the department's table only reports the resulting position.
The department's operative table exempts these nationalities from the Belize entry visa for visits not exceeding 30 days; the 30-day default is stated in the page's opening exemption, and each country appears in its table as not requiring a visa.
