The Law on Foreigners creates the obligation: Article 11(1)(б) requires a foreigner to hold a valid visa when the visa-regime act so provides, and Article 199(6) directs the Government to adopt the уредба listing states whose nationals must hold a visa and those exempt. It is the statute, not a description of it.
The Official Gazette's chronological register for 2009 records Government decisions 2439 and 2440 — 'Одлука за укинување на визите за влез и престој до 90 дена во Република Македонија' (decisions abolishing visas for entry and stay up to 90 days) — for nationals of Mauritius (Мaурициус) and the Seychelles (Сејшели), in gazette 127/2009. Every issuer in this row is one of those two states.
