The Passports and Immigration Act 2011 creates the obligation: s.13(2) states that no alien may enter South Sudan unless in possession of a valid visa, s.17 gives the Minister the power to exempt aliens, and s.24 caps tourist stays at three months. The MOFAIC pages describe and operationalise that Act rather than creating the requirement.

The Ministry's visa-eligibility table lists Malaysia and South Africa as visa-required with the qualifier 'For less than 30 days stay', so a visa must be arranged in advance via the e-visa portal and the stay granted is capped at thirty days.
