Décret n°2299/PR/PM/MSPI/2025 is the instrument that creates the obligation: its article 29 requires every foreigner entering Chad to hold an e-visa, its articles 6-15 establish the privileged visa-exempt regime for CEMAC nationals and for nationals of states that have concluded visa-exemption agreements, and its articles 43 and 69 fix the 90-day stay threshold and abrogate the previous decree. The evisa.td portal and the UAE MOFA page supply facts (which states have agreements) that this decree names only by class.
Article 11 of Décret n°2299/2025 grants a 'régime privilégié' to all nationals of states with which Chad has signed visa-exemption accords or conventions, article 12 makes their treatment 'régi par les différents accords', and article 13 authorises them to enter the national territory without a visa on presentation of a valid passport and an up-to-date yellow-fever vaccination certificate. The decree deliberately does not enumerate the member states — article 12 leaves the enumeration to the individual accords — so which issuers hold this visa-free status is recorded by the Direction de l'Émigration et de l'Immigration's own register (evisa.td), cited under fieldSources.issuers.
