Council of Ministers Regulation No. 114/2004 on Immigration creates the tourist visa class (Article 18), sets the visa application route (Article 23), and delegates visa validity periods and port-of-entry issuance to Authority directives (Articles 21 and 25). It is the instrument under which the Immigration and Citizenship Service's e-visa portal publishes the nationality lists and durations; Regulation 587/2026 confirms the short-stay details remain delegated to an unpublished Service directive.
