Visitors from the countries listed below are not required to apply for a visa before travelling, but will pay for and obtain a visa upon entering Zimbabwe.

Section 29(1) of the Immigration Act [Chapter 4:02] imposes the obligation that settles this regime: an alien 'shall not enter, be or remain in Zimbabwe unless he is in possession of ... a visa or endorsement', and every category (visa-free, visa-on-arrival, advance visa) is a facility or exemption carved out of that requirement.
The Department of Immigration's official e-visa FAQ defines its Category B: nationals of the listed countries do not arrange a visa in advance but obtain and pay for one at the port of entry, which is the visa-on-arrival entitlement.
