Lei 23/2022 creates the obligation: article 8(2) requires every foreign citizen to present an entry visa issued by Mozambican authorities unless a visa-waiver agreement applies, and article 28 creates the border-visa (visa-on-arrival) route. Decreto 10/2023 and the evisa portal are the exemption instrument and the current operational statement of that framework, not the source of the general requirement.
The official portal states travellers from these countries are not allowed to apply for a visa via the eVisa portal and must request a visa at the nearest embassy, so a visa must be arranged in advance through a consular mission.
