Aevamo’s reading
The Directorate General of Immigration & Passports, the Ministry of Interior body responsible for granting and extending visas to foreigners, publishes the operative visa categories on this page: who needs a visa, who may use the e-visa, who may enter without one. It imposes the visa requirement by naming the exempt and e-visa groups rather than merely describing a rule made elsewhere.
The Ministry of Interior's visa abolition list names Nepal with the period 'One Month' applying to 'All Nationals of country', so an ordinary Nepali passport holder enters Pakistan without any advance authorisation and may stay up to one month.

What this answer covers Limits & assumptions
Work and residence rights are separate from this check. This is the entry rule and the length of stay the instrument grants. It is not a decision about you: the officer at the border decides admission, and we do not evaluate the purpose of your trip, your passport's remaining validity, an onward ticket, funds, insurance or health requirements.
