AIC NR 17/A/22FC of 25 March 2022 is the Central African Republic authorities' notice to airlines, published through the ASECNA Brazzaville NOTAM Bureau (the state's designated aeronautical-information service). It states the entry-visa obligation for every person not benefiting from an exemption ('Toute personne voulant se rendre en terre centrafricaine, ne bénéficiant de l'exemption de visa, est tenue de présenter un visa d'entrée') and annexes the list of countries whose nationals are exempt — the held official text that both imposes the general requirement and enumerates who escapes it. The note circulaire (CEMAC exemption, 90-day stay), the arrêté (evidence of Ordonnance 85.016, the underlying admission regime, and the CAF-nationals scope) and the US Embassy alert (2023 US cancellation) supply facts the AIC cannot contain.

The AIC covers these issuers as a class rather than by name: 'Toute personne voulant se rendre en terre information: centrafricaine, ne bénéficiant de l'exemption de Any person wishing to go to Central African visa, est tenue de de présenter un visa d'entrée qui territory, not benefiting from the visa fait office d'autorisation des Autorités exemption, is required to present an entry visa centrafricaines compétentes.' The annex lists the exempt countries, none of which is on this row, so the general entry-visa obligation applies to every residual issuer.
