Regulation (EU) 2018/1806 is the instrument that creates the obligation: Article 3(1) requires nationals of Annex I third countries to be in possession of a visa when crossing the external borders, and Article 4(1) grants the Annex II exemption. The Schengen Borders Code supplies the 90-in-180 duration but does not itself impose or waive the visa requirement.

Annex II lists Nauru only with note 11, which makes the visa exemption conditional on the entry into force of a visa-waiver agreement with the EU; the EUR-Lex register of EU visa-waiver agreements contains no Nauru entry, so the condition is unmet and the exemption has not begun — the ordinary visa requirement therefore applies to Nauru nationals.
