DE 320 de 2008, the regulation implementing Decreto Ley 3 de 2008, creates the obligation: art. 18 requires nationals of countries without a visa-suppression agreement with Panama to obtain tourist visas, and art. 19 grants exempt nationals a tarjeta de turismo valid up to 90 days. The consular lists and later decrees implement or amend this framework; the obligation originates here.
The Consulate General of Panama in Hong Kong lists exactly these countries under the heading 'Countries that do not require visa to enter Panama (visa-free)', which states directly that their nationals need no advance authorisation to enter Panama as tourists; the 90-day limit is supplied by de320-2008 art. 19.
