A New Zealand citizen who is not a Tokelauan does not require a permit to enter Tokelau, but— (i) may not be in Tokelau following the expiry of a period of 10 days after entering Tokelau from another country unless that person holds a current permit:

The Tokelau Immigration Regulations 1991 (SR 1991/117), made under the Tokelau Act 1948 by the Governor-General in Council, are the instrument that creates the entry obligation for Tokelau: regulation 5 prohibits a non-New-Zealand-citizen from being in Tokelau without a current permit, and regulations 3 and 4 define the only exemption (New Zealand citizens, 10 days without a permit). It imposes the requirement rather than reporting it.

Regulation 4 is the operative provision for the roster's only New Zealand-citizen issuer: it says a New Zealand citizen needs no permit to enter Tokelau (so nothing must be arranged in advance) and caps a permit-free stay at 10 days from entry, which is the maxDays figure for NZL.
