7 (1) A foreign national may not enter Canada to remain on a temporary basis without first obtaining a temporary resident visa.

Aevamo’s reading

IRPR Part 2 Division 1, s.7(1), creates the temporary resident visa obligation and s.7.1(1) creates the eTA obligation that this regime answers; s.190 and Schedule 1.1 (separately fetched pages of the same regulation) grant the exemptions from that obligation. It is the instrument that imposes the requirement, not a description of it.

s.7(1) is the default rule: every foreign national entering Canada to remain temporarily must first obtain a temporary resident visa. None of these issuers is exempt under s.190 or Schedule 1.1 (verified in residualSweep), so the visa requirement applies to all of them.
