Nationals of Member States of the South Asian Association for Regional Cooperation (SAARC) issued with a valid SAARC Visa Exemption Sticker are exempted from obtaining e- visa/entry permit.

Section 73 of the Act creates the obligation: 'All foreigners intending to visit the Kingdom are required to obtain Bhutanese visa prior to departure from their respective countries except the nationals of those countries exempted by the Government', and section 28 defines entry clearance as a visa for visa nationals and an entry permit for non-visa nationals. The 2023 Rules operationalise these categories; the Act is the instrument that creates the requirement.

The Department of Immigration states that nationals of SAARC member states holding a valid SAARC Visa Exemption Sticker are exempted from the e-visa/entry-permit requirement; Afghanistan, Bangladesh, India, Maldives, Nepal, Pakistan and Sri Lanka are the SAARC member states on the roster other than Bhutan itself, so a holder of the sticker among them needs no advance authorisation.
