The Aliens Act s.5 requires an alien to obtain the leave of an immigration officer to land and s.6(h) makes possession of a visa a condition of that leave unless an exemption under s.17 applies, creating the obligation the PICA list administers; the parallel Immigration Restriction (Commonwealth Citizens) Act s.8(1) and s.35(2) govern Commonwealth citizens, and the PICA list states each nationality's treatment under both branches.
Each entry states 'NO visa required for 30 days', so nationals of these countries may enter without advance authorisation and stay up to 30 days.
