Hiệp định giữa Chính phủ nước Cộng hòa xã hội chủ nghĩa Việt Nam và Chính phủ nước Cộng hòa Pa-na-ma về việc miễn thị thực cho người mang hộ chiếu phổ thông … Miễn thị thực cho công dân của mỗi Bên mang hộ chiếu phổ thông còn giá trị ít nhất sáu (06) tháng khi nhập cảnh, xuất cảnh, quá cảnh và được lưu trú trên lãnh thổ nước Bên kia không quá chín mươi (90) ngày, với điều kiện mục đích của việc nhập cảnh này không vì các hoạt động có thu nhập.

The consolidated Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam is the statute that imposes the visa requirement on foreigners entering Vietnam (Điều 20) and that authorises the Government to grant unilateral visa exemptions (Điều 13) and to decide the e-visa country list (Điều 19a); the resolutions and bilateral agreements are grants made under it.
The bilateral agreement between Vietnam and Panama exempts ordinary-passport holders from a visa for up to 90 days, not for income-generating activities.
