This is the Law of Georgia that creates the visa obligation for foreigners (Article 5 names a Georgian visa as a ground of entry; Article 10(1) treats exemption as something legislation may grant) and that authorises the government to list the nationalities who enter visa-free for a full one year (Article 10(3)). Resolution 255 exercises that power; it does not create it.
The Peruvian official gazette records that the Peru–Georgia ordinary-passport visa-exemption agreement entered into force on 1 April 2024; the agreement is the specific grant making Peruvian ordinary-passport holders visa-free.

The traveller must hold a visa and/or residence permit of a country listed in the Resolution 256 annex, and that visa or permit must be valid on the day of crossing the Georgian border, as shown in a travel or other relevant document.
