- Holders of a valid multiple-entry visa for the United Kingdom or Ireland are exempt.
- Holders of a valid residence permit for the Schengen area, United States, Canada, United Kingdom, Ireland, a Caribbean part of the Kingdom (at least six months), or the named French overseas areas are exempt.

Rijksvisumwet art 5(1) imposes the visa requirement on foreigners seeking access to Aruba (one of the 'landen' defined in art 1(c)); art 5(2) exempts only designated nationalities and categories, which the Regeling vrijstelling visumplicht Rijksvisumwet implements. The obligation therefore originates in the Rijksvisumwet.
Rijksvisumwet art 5(1) requires a visa for access of foreigners to Aruba; art 5(2) exempts only foreigners holding a nationality or belonging to a category designated by the implementing regulation. These issuers appear on neither the regulation's nationality list nor its category list, so the visa requirement applies to them.
