Decreto Presidencial 189/23, published in the Diário da República I Série n.º 185 of 29 September 2023, is the instrument that establishes the current legal regime for tourist entry to Angola: it creates the exemption for the 98 listed countries (article 3 and annex) and the simplified tourist-visa procedure for everyone else (article 4). It is the operative instrument rather than a description of one — the SME page and the consular pages describe and apply this decree.
The passage reports the Embassy of Angola in Manila's notification to the Philippine DFA of the visa-free entry arrangement for Filipino tourists for short-term stays of up to 30 days, and the second block adds the total of 90 days per year; together they grant the exemption to Philippine ordinary passports.
