The Law of Turkmenistan «On Migration» creates the obligation itself: Article 6.1 states that foreign citizens may enter and stay only on the basis of an entry visa unless an international treaty provides otherwise, and Article 10.9(1) makes the treaty-based visa-free regime the sole general exemption. It is the operative statute, not a description of one.
Article 6.1 of the Law 'On Migration' makes an entry visa the default for every foreign citizen and stateless person entering Turkmenistan, and Article 10.9 confirms the only case in which no visa is required is a visa-free regime under one of Turkmenistan's international treaties; none of these issuers holds such a treaty exemption on ordinary passports, so each must arrange a visa in advance.
