El Decreto 26/1978 (version consolidada de 2023) es el Reglamento de la Ley de Migracion: su articulo 45 impone la obligacion (pasaporte vigente y visa de entrada para todo extranjero) de la que las demas normas son excepciones; por tanto es el instrumento que crea la obligacion, no un resumen de ella.

El acuerdo Cuba-Corea del Norte de 1996 (tabla MINREX) cubre los pasaportes ordinarios de ambas partes para viajes recíprocos sin visado.
