The Immigration Act Chap. 18:01 and its subsidiary Immigration Regulations create the obligation this regime rests on: regulation 13(5) requires every person seeking to enter Trinidad and Tobago to carry a visa where required, regulation 13(8) defines who is exempt, and regulation 13(11) with the Second Schedule makes visas compulsory for the listed countries. The other documents cited supply facts the Act cannot contain: which nationalities the Immigration Division treats as exempt, and the duration standards.

The 27 June 2024 visa-waiver agreement between Trinidad and Tobago and Paraguay waives visas for holders of ordinary passports for up to ninety days 'and vice-versa', so a Paraguayan ordinary passport enters without advance authorisation.
