A person, who is desirous of travelling to Barbados and requires a visa, should first submit an application for processing and be granted permission to travel to Barbados PRIOR to booking and confirmation of travel.

The Immigration Act Cap. 190 s.9(2) is the instrument that creates the obligation: it empowers the Minister by order to require a visa of the passport of any country's subject or citizen, and s.13(1)(b) with Second Schedule Part II sets the visitor stay. The MFA visa table is the operative list implementing those directions; it describes the position rather than creating it, which is why the Act is the controlling document.
The Immigration Department states that anyone required to hold a visa must obtain it before travel; these document classes are not named on any visa-exemption list, so the advance-visa requirement applies to them.
