The Embassy of Haiti in Washington is the Republic of Haiti's own diplomatic authority, and its Tourist Visa page states the operative entry rule in binding terms: tourists generally need no visa while nationals of nine named countries require one. The underlying implementing decree is not published online; the embassy's statement is the state's current promulgated version of the visa regime.
The Palestinian Ministry of Foreign Affairs and Expatriates' current (AS OF 2026) visa regulations for Palestinian passports state, at the Haiti row, that a visa is required and is to be obtained through Palestine's Embassy in Cuba; the issuer's own government thus reports that its passport holders must arrange a visa in advance to enter Haiti.
