Made under s.17(b) of the Entry into Israel Law 5712-1952 after consultation with the Knesset Interior Committee, this order is the instrument that creates the visa exemption: section 1 exempts citizens holding passports of First-Schedule states (and biometric passports of Second-Schedule states) from the transit/B-2 visa requirement for up to three months. The PIBA pages and reference data report the current implementation of this scheme and the ETA-IL requirement added in 2025, which the stale Feb-2025 consolidation cannot yet show.
The PIBA ETA-IL reference data lists the Palestine Authority entry with NEED_PERMIT=0 (no visa permit required), the same data's length-of-stay table gives up to 90 days, and the dataReqTypeId identifies this as the ETA-IL system's data, so a Palestine Authority passport holder is treated as eligible for the ETA-IL authorisation with a 90-day stay.
