Section 9B(1) of the Immigration Act 1959 imposes the requirement that a non-citizen must not travel to Singapore without a Singapore visa that is in effect, and s 9B(2) creates the exemption for holders of valid passports from countries approved by the Minister. The ICA visa-requirements page administratively expresses that approval as the visa-required list; the Act is the instrument that creates the obligation.
The ICA list states that a traveller holding a Palestinian Authority passport needs a visa to enter Singapore, so the holder of a Palestinian Authority passport must arrange a visa in advance.
