Minister of Interior Decision No. 25 of 2019 issues the executive regulation of Law No. 21 of 2015 on the entry, exit and residence of expatriates. Article 3 imposes the entry-visa obligation on every expatriate, Article 31 provides that nationals of countries the Minister designates receive a visit visa on arrival or an exemption while 'nationals of all other countries' receive advance visit visas, and Article 13 empowers the Minister to exempt nationalities. It is therefore the instrument that creates the obligation; the MOI and Visit Qatar pages are the Minister's current designation lists under it.
The instrument is the executive regulation of Law 21/2015 organising the entry, exit and residence of expatriates (الوافدين); Qatari nationals are not expatriates and are therefore outside the regime entirely.
