The Aliens (Migration and Residence) Law 1965 creates the obligation: Article 5(1) requires every alien to hold a valid entry visa to land in Bahrain, and Articles 3 and 27 give the Ruler and the immigration authorities the power to permit and exempt entry. The ministerial decisions and the eVisa eligibility lists operate under the authority this statute creates.
Aliens Law article 5(1) forbids an immigration officer from granting an alien permission to land without a valid passport carrying a valid entry visa; none of these issuers appears on the eVisa on-arrival or online eligibility lists, so no exemption applies and a visa must be arranged before travel.
