The Odluka o vizama (as amended) is the instrument adopted by the Council of Ministers under Article 21(1) of the Law on Foreigners that determines which states' nationals do not need a visa to enter BiH and creates the visa-free list, the special regimes and the seasonal exemptions. It imposes the exemptions; the Law on Foreigners supplies the residual visa requirement the exemptions derogate from.
Član 24 stav (1) Oduke obavezuje nosioce putnih isprava sa oznakom 'Republika Kosovo' da prethodno pribave vizu, koja se izdaje na posebnom obrascu i po posebnom postupku.
