TERCERO. Las personas extranjeras, nacionales del país con el que México tenga suscrito un acuerdo de supresión de visa o al que se le haya suprimido la visa por una decisión unilateral, no requieren obtener una visa para presentarse en el filtro de revisión migratoria y solicitar su ingreso a México en la condición de estancia de visitante sin permiso para realizar actividades remuneradas.

The Lineamientos Generales para la expedición de visas (SEGOB/SRE, DOF 25 July 2025) are the instrument that creates the visa obligation: art. TERCERO provides that only nationals of countries with a visa-suppression agreement or unilateral decision may present themselves without a visa, making the visa the default for everyone else. The SRE régimen consular table operationalizes which nationalities that reaches.
The Lineamientos provide that only nationals of countries with a visa-suppression agreement or unilateral decision may present themselves without a visa; every other foreigner must obtain a visa. British National (Overseas), British Protected Person, Kosovo, and the stateless/refugee document classes are not named in any exemption list, so the general visa requirement applies to them.
