- The e-visa grant in Resolution 127/NQ-CP is to citizens of countries and territories; these document classes (British-nationality variants, stateless and refugee travel documents, and Kosovo) are not citizens of a country in Vietnam's recognition, so the e-visa route is not established for them and a consular visa is the default.

The consolidated Law on Entry, Exit, Transit and Residence of Foreigners in Vietnam is the statute that imposes the visa requirement on foreigners entering Vietnam (Điều 20) and that authorises the Government to grant unilateral visa exemptions (Điều 13) and to decide the e-visa country list (Điều 19a); the resolutions and bilateral agreements are grants made under it.
These document classes are not covered by any visa-exemption list (the NQ 44 list covers the United Kingdom, not the separate British-nationality classes; the bilateral lists cover named states; and the e-visa grant is to citizens of countries and territories, which these categories are not), so the general visa requirement of Điều 20 applies and no online route is established for them.
