Article 15.2 of the Migration Code creates the obligation — a foreigner entering Azerbaijan must obtain a visa — and 15.3 creates the only exemptions; the MFA's lists and the e-visa portal implement that delegation rather than create it.
Russia is listed in the reciprocal visa-free group with a stay of 90 days within one calendar year, so Russian citizens enter visa-free but the 90 days are anchored to the calendar year.
