Section 12(1) of the Immigration Control Act 7 of 1993 creates the visa requirement for entry into Namibia (a valid visa or endorsement unless the person is a Namibian citizen or domiciled) and section 12(2) empowers the Minister to exempt persons or categories of persons; the ministry's fact sheets and the eservices visa-on-arrival list are the operational exercise of that power, so the Act is the instrument that creates the obligation.
The Ministry's fact sheet names these 22 nationalities as exempt from the visa requirement for holders of all passport types, i.e. they enter Namibia visa-free.
