Loi n° 29-2017 (amending Loi n° 23-96 of 6 June 1996) is the statute that creates the entry obligation: Article 15 requires a foreigner who is not a national of a country with particular immigration agreements with Congo to present a passport bearing a valid visa in order to enter. The CEMAC act, the embassy statements, the Congo–Rwanda accord and the UAE page describe exemptions within that legal frame; they do not create the general requirement.
Article 1 of the Congo–Rwanda accord, published in the Journal Officiel with the ratifying law, grants ordinary-passport citizens of each party a free visa on entry to the other party's territory valid for up to 90 days; Article 10 makes the accord provisionally in force from signature on 24 November 2021.
