Visa Waiver Agreement: While Rwanda already operates a visa-free entry policy for all African nationals, including Liberians, Rwandan nationals traveling to Liberia have been required to obtain a visa. The new agreement removes this bottleneck, establishing reciprocal visa-free travel for Rwandans

The LIS Visa on Arrival portal is the current official instrument of the Liberia Immigration Service, the body charged with implementing and enforcing the Aliens and Nationality Law, and it imposes the operative requirement on non-exempt foreign nationals - apply online for the Visa on Arrival before travel, or apply at the embassy where one exists in the traveller's country. It does not merely describe the position; it tells the traveller what they must do.
The Rwandan Ministry of Foreign Affairs and its embassy in Ghana report that the Visa Waiver Agreement concluded with Liberia removes the visa requirement for Rwandan nationals travelling to Liberia, establishing reciprocal visa-free travel; the passage states the removal as an accomplished fact, and no held Liberian instrument records a contrary requirement or a suspension of the waiver.
