Ley 18.250 is the immigration law that creates the obligation: it requires foreign nationals to obtain a consular visa in the cases where one is exigible (art. 42), and art. 30 lit. B entrusts the MRREE consulates with granting those visas; the DNM table and Decreto 356/018 implement it.
The DNM table lists these issuers with 'Necesita Visa (5)' in the 'Pasaporte común' column, and note (5) states 'Necesita autorización previa' — a consular visa must be obtained in advance; the representative rows (Afganistán, India, Nigeria) show the requirement.
