The Immigration Act 2003 s.7(1) creates the obligation: 'A person who is not a citizen must not enter the Fiji Islands unless the person is the holder of a current visa or permit; or is exempted under subsection (2) or section 8.' The Ministry's pages describe and administer this obligation; the Act imposes it.
The passage states that a visa is a pre-entry authority required for passport holders from non-visa-exempted countries — the class to which every issuer in this row belongs, being absent from the Ministry's visa-exempt list — and that the stay for each entry does not exceed 4 months. The Immigration Act 2003 s.7(1) creates the underlying obligation.
