A person who is not a New Zealand citizen may travel to New Zealand only if the person:is the holder of a visa and the travel is consistent with the conditions of the visa; or is a person to whom a visa waiver applies and holds a valid Electronic Travel Authority (ETA) (from 1 October 2019) (see E2.1).

E2.5 is the operative immigration instruction (certified under the Immigration Act 2009) that imposes the regime's default rule: a non-citizen may travel to New Zealand only as the holder of a visa, or as a visa waiver traveller holding an ETA. The Act s 14 it implements sits on legislation.govt.nz which refused all fetch attempts.
