The Uredba o viznom režimu, adopted by the Government of Montenegro under article 14 of the Law on Foreigners, creates the visa-free exemptions (articles 1, 1a, 2, 3, 6, 7, 10) and the residual visa obligation (article 4). The May 2026 consolidated text is the Government's own current consolidation, incorporating every amendment through Sl. list 61/2026; Uredba 108/2026 (in force 25.07.2026) time-limits the remaining exemptions to 31 October 2026.
Article 4 of the consolidated Uredba requires nationals of states not listed in articles 1, 1a, 2 and 3 (and states with no international agreement on entry) to hold a valid travel document with a visa, which is the residual visa obligation for these issuers.

The holder must hold a valid Schengen visa, a valid visa or residence permit of Australia, Japan, Canada, New Zealand, Ireland, the United States or the United Kingdom, or an APEC business travel card.
