The Immigration (Visa) Order, made under s.7(3) of the Immigration Act, imposes the visa requirement: s.3(1) makes the passport of a subject or citizen of a country listed in Schedule 1 unacceptable for entry unless it bears a valid visa, and s.3(2)-(3) distinguish visa on arrival from visa prior to arrival. It creates the obligation rather than reporting it; the External Affairs lists and bilateral agreements describe or modify it.
Schedule 4 lists SINGAPORE with the condition 'if the stay is less than 15 days', and s.3(4) of the Immigration (Visa) Order provides that a Singapore citizen requires a visa only if the period of stay exceeds 15 days.
