4. COUNTRIES THAT REQUIRE VISA FOR A STAY EXCEEDING 1 MONTH …  Nationals of countries other than those stated above (with the exception of Israel) are allowed to enter Malaysia without a visa for a visit not exceeding one month.

The Immigration Department of Malaysia is the body that administers entry control under the Immigration Act 1959/63; its 'Visa Requirement by Country' page is the operative instrument stating which nationalities must obtain a visa before entry (who must apply), and the complementary visa-free durations are published by the same department and the Ministry of Foreign Affairs in the documents cited. The page imposes the requirement ('Countries required to apply for a visa to enter Malaysia') rather than merely reporting that one exists.

The residual rule in the MOFA document grants every nationality not otherwise stated (with the exception of Israel) visa-free entry for a visit not exceeding one month; the section 4 heading supplies the '1 MONTH' figure. These issuers are not named in any longer-duration group or on the visa-required list, so they fall under the residual rule.
