Any person seeking to enter Namibia who fails on demand by an immigration officer to produce to such immigration officer an unexpired passport which bears a valid visa or an endorsement by a person authorized thereto by the Government of Namibia to the effect that authority to proceed to Namibia for the purpose of being examined under this Act has been granted by the Minister or an officer authorized thereto by the Minister, or such person is accompanied by a document containing a statement to that effect together with particulars of such passport, shall be refused to enter and to be in Namibia, unless such person is proved to be a Namibian citizen or a person domiciled in Namibia.

Section 12(1) of the Immigration Control Act 7 of 1993 creates the visa requirement for entry into Namibia (a valid visa or endorsement unless the person is a Namibian citizen or domiciled) and section 12(2) empowers the Minister to exempt persons or categories of persons; the ministry's fact sheets and the eservices visa-on-arrival list are the operational exercise of that power, so the Act is the instrument that creates the obligation.

Section 12(1) of the Immigration Control Act requires every person seeking to enter Namibia to hold a valid visa or endorsement; these 69 issuers appear on no visa-exemption or visa-on-arrival list the ministry publishes (see residualSweep), so no s.12(2) exemption reaches them and the Act's visa requirement applies, to be met through the e-visa route the ministry's fact sheet describes.
