The Ley de Migración y Extranjería (Decreto 208-2003) is the Honduran statute that creates the obligation: Article 20 authorises tourists to remain up to ninety days, Article 34(34) defines the visa as the permit to enter, and Article 77 requires the visa-category country list to be issued by Presidential Acuerdo. The CA-4 Manual implements that framework regionally.
The CA-4 Manual's scope clause confines its visa regime to non-nationals of the four CA-4 states; nationals of Guatemala, El Salvador, Honduras and Nicaragua are therefore outside the regime — FREE_MOVEMENT with no day cap.
