Tout étranger débarquant ou arrivant sur le territoire marocain est tenu de se présenter aux autorités compétentes, chargées du contrôle aux postes frontières, muni d'un passeport délivré par l'Etat dont il est ressortissant, ou de tout autre document en cours de validité reconnu par l'Etat marocain comme titre de voyage en cours de validité et assorti, le cas échéant, du visa exigible, délivré par l'administration.

Dahir n° 1-03-196 promulgating Loi 02-03 is the statute that imposes the obligation: Article 3 requires every foreigner arriving on Moroccan territory to hold a valid travel document "assorti, le cas échéant, du visa exigible". The visa-exemption list, e-visa note and change records all implement or modify that requirement; the Dahir creates it.
Article 3 of Loi 02-03 requires every foreigner arriving on Moroccan territory to present a valid passport or travel document together with, where applicable, the required visa; the exemption list and e-visa list show who is dispensed, and these issuers are on neither, so the visa requirement applies to them.
