Sec. 10. Presentation of unexpired passport. - Nonimmigrants must present for admission into the Philippines unexpired passports or official documents in the nature of passports issued by the governments of the countries to which they owe allegiance or other travel documents showing their origin and identity as prescribed by regulations, and valid passport visas granted by diplomatic or consular officers, except that such documents shall not be required of the following aliens:

Commonwealth Act No. 613, the Philippine Immigration Act of 1940, creates the visa obligation: Section 10 requires every nonimmigrant to present a valid passport visa on admission and Section 50(b) makes that requirement reach every alien, defined as any person not a citizen of the Philippines. EO 408 and the DFA list are exemptions from that statutory requirement.
Section 10 of the Immigration Act requires every nonimmigrant - any alien coming for business or pleasure under Section 9(a) - to present a valid passport visa on admission; the issuers in this row are not named in any visa-free exemption on the DFA's list, so this requirement applies to them.
