The Ministry of Foreign Affairs of the Republic of Cyprus publishes the operative lists of third countries whose nationals require a visa for entry to Cyprus (Part A) and those exempt (Part B); these lists are what the border applies, and they implement EU Regulation 2018/1806, whose Article 3(1) creates the visa obligation and Article 4(1) the 90-day exemption, both directly applicable in Cyprus.
Serbia is in the Part B exemption list carrying footnote 3, which excludes passports issued by the Serbian Coordination Directorate; the MFA's English list page additionally marks Serbia with the biometric-only note.
