The Arrêté du 4 février 2015 relatif aux documents et visas exigés pour l'entrée des étrangers sur le territoire de Mayotte creates the obligation itself: article 1 requires a visa of every non-free-movement foreigner for whom annexe II requires one, and annexe II is the exhaustive list of exempt states. The DGF visa page names this arrêté as the instrument governing Mayotte, separate from the Schengen zone.
Each named country's annex II entry exempts holders of 'un passeport diplomatique ou d'un passeport biométrique', so a holder of that state's biometric ordinary passport is visa-exempt for stays up to 90/180.

Version en vigueur au 18 septembre 2024 (the Légifrance consolidated page as replayed by the Wayback Machine from 2024-09-18). The arrêté is dated 4 February 2015; its annexe II was last rewritten by the arrêté du 8 juillet 2021 and, per the DGF page of 9 September 2025, the arrêté du 4 février 2015 remains the governing text for Mayotte.
